The objective of the project is to integrate the V4 academic community around the issues of the legal heritage of the socialistic period and to popularize joint research on this issue Some changes in legislation were so abrupt that they led to a break in continuity with pre-war law and made profound transformations in the situation of the individual. The individual experiences of many people may justify calling the legal heritage of this period particularly difficult. As part of the project, the international research team will compare the degree of Sovietization of the legal systems of Czechoslovakia, Hungary and Poland after 1945. The use of the work of the international research team will allow to place the phenomenon of the law of the socialist period in the context of the "common" heritage of the legal culture of the Visegrad Group countries. In the dissemination of knowledge about the legal culture and identity of the V4 countries, an invaluable help will be the action of publishing post-conference monograph as well as translating selected legal regualtions from the socialistic period of Czechoslovakia, Hungary and Poland into English and ensuring access to them in the IURA database https://iura.uj.edu.pl

Continuity and Discontinuity of Pre-war Legal Systems in Post-war Successor States (1918–1939). Aims of the Project

The objective of the project is to integrate the Czech, Polish, Slovak, and Hungarian academic community around the issues of the legal heritage of the interwar period and to popularize joint research on this issue. This heritage can be described as difficult, because after the end of World War I, the countries of Central Europe faced the necessity of either building new legal systems or thoroughly rebuilding the existing ones. The axis of these activities was therefore the confrontation of the needs of the interwar period with the legal heritage from before 1918, generating problems regarding the continuity and discontinuity of pre-war legal systems. While research on the legal codifications of individual countries of the V4 is already far advanced, there are still no comparative approaches that would make it possible to identify the similarities and differences in the legal heritage of these countries. The research questions include, in particular, whether there are any similarities and what the differences were in dealing with problems with the codification of law in the countries of the V4 in the interwar period. It is also necessary to undertake efforts to popularize the legal identity of V4 countries through access to English-language open lectures devoted to this subject. In the dynamics of research and the dissemination of knowledge about the legal culture and identity of the V4 countries, an invaluable help will be the action of translating important interwar legal acts into English and ensuring access to them in an open access format (www.iura.uj.edu.pl).

The project is implemented within the framework of the Cross-Border Cooperation Programme Czech Republic - Free State of Bavaria, ETC Objective (European Territorial Cooperation) 2014 - 2020.

The project loosely follows on from the projects of the Regional Authority in Pilsen "Pilsen Region and Upper Palatinate - European Neighbours" and "Cross-Border Cooperation Pilsen Region - Lower Bavaria", which were dedicated to strengthening the transport network, economy and tourism. Existing examples of good practice for other regions are EUREGIO EGRENSIS and the European Danube-Vltava Region (ERDV), which are an inspiration for strengthening cross-border cooperation between the Czech Republic and Bavaria.

The project contributes to the implementation of strategies such as:

  • INTERREG V and the Free State of Bavaria - Czech Republic 2014-2020 /axis number 4. overcoming legislative and administrative problems, harmonizing the system in the field of social affairs and health).
  • 10 priorities of the European Commission - building a single open market, coordinating social systems, the labor market and administrative procedures.
  • Strategic dialogue of the Ministry of Foreign Affairs of the Czech Republic and the Ministry of Foreign Affairs of the Federal Republic of Germany on strategic partnership - strengthening mutual coordination and cooperation between the government and supporting European territorial cooperation.

The aim of the project is to increase the two-way connectivity of the common region with a cooperative public administration that will be friendly to residents and other entities operating in the region. The establishment of a joint Czech-German working group for cross-border cooperation is one of the other goals of the project.

The potential of the project is to help create a functional model of cross-border cooperation for the subsidy area, based on a partnership of municipalities, regions, associations and other actors operating in the border area. The functional partnership model is intended to ensure a higher level of systematization of individual thematic partnerships already existing today and a summary of all the progress made so far in mutual cooperation concerning legal and administrative issues.

1. Purpose of the project

1.1. The OP VK Collaborating Lawyers project supported by the Ministry of Education of the Czech Republic aims to use modern information technologies for close cooperation between practicing lawyers, students and teachers of law from the university environment.

1.2. The main objective of the project is to create a network of long-term and regular cooperation between theory and practice in the field of law, with the participation of academic institutions and private business institutions.

2. Cooperating institutions

2.1. The project involves the University of West Bohemia in Pilsen - Faculty of Law, Palacký University in Olomouc - Faculty of Law, the company EPRAVO.CZ a.s. and the company Consulting Company Novasoft, a.s.

2.2. The aforementioned institutions form the core of the cooperation network with the aim of gradually expanding this network to include other institutions.

3. Main tasks of the project

3.1. To create an interactive electronic journal and an electronic platform for cooperation (EPRAVO).

3.2. Use of the NovaVoice program (CCNovasoft) to support law teaching, creation of legal data databases and project offices at law faculties - a combination of image, text and sound.

3.3. Cooperation in unifying the content, structure and methodology of law teaching, in creating databases, documents, an electronic magazine and expanding dictionaries in the field of law (primarily the aforementioned law faculties).

4. Methods of cooperation

4.1. Organizing regular workshops of cooperating institutions.

4.2. Regular cooperation on partial projects on an electronic basis.

4.3. Organizing lectures and seminars to familiarize students and law faculty staff with the project results and the possibilities of their use in studying and preparing teaching.

4.4. Creating sub-teams focused on specific tasks, e.g. unifying teaching methodology in individual branches of law, expanding legal dictionaries and testing the NovaVoice program, preparing an electronic interactive magazine, etc.

4.5. Completion of internships at workplaces with experience in this type of cooperation.

4.6. Use of research results and prepared or modified programs for the needs of teaching and legal practice.
